The Decreto Flussi (literally “Flow Decree”) is the annual immigration quota program set by the Italian Government. It regulates how many non-EU nationals can legally enter Italy for seasonal and non-seasonal work, self-employment, or training.
Each year, the decree defines:
- The total number of work permits (Nulla Osta) available
- The sectors (e.g., agriculture, construction, logistics, hospitality, transport)
- The nationalities and categories of workers eligible
For candidates outside the EU, this is the official legal pathway to obtain a work permit and residence permit in Italy.

1. Employer Request
- An Italian employer must first apply for a work authorization (Nulla Osta) at the Immigration Desk (Sportello Unico per l’Immigrazione).
- This application must be submitted within the annual quotas defined by the decree.
2. Nulla Osta Approval
Once approved, the Nulla Osta (work permit authorization) is sent electronically to the Italian consulate/embassy in the candidate’s home country.
3. Entry Visa Application
The candidate applies for an Italian work visa at the nearest Italian embassy/consulate.
Required documents typically include:
- Passport
- Nulla Osta authorization
- Employment contract
- Proof of accommodation (sometimes requested)
- Health insurance
4. Arrival in Italy
- After receiving the visa, the candidate must travel to Italy within the visa validity period.
- Within 8 days of arrival, the worker must apply for a residence permit (Permesso di Soggiorno per Lavoro Subordinato) at the local police headquarters (Questura).
5. Signing the Work Contract
- The candidate signs the official employment contract of stay (Contratto di Soggiorno) at the Immigration Desk.
- This finalizes the legal right to work in Italy.
6. Residence Permit Issued
The residence permit allows the worker to live and work in Italy for the duration of their contract (renewable based on employment).

- The Decreto Flussi is announced annually (usually early in the year).
- Quotas are limited and filled very quickly, so preparation is crucial.
